Bug: Offers not appearing in Training Data selection

In the "Edit Training Data" modal, offers cannot be selected even though they have offers created in the project. The UI displays "No offers available yet. Add offers to scope training data." despite offers existing. The user confirmed they have offers already. Image provided shows the "Apply to all offers" toggle is OFF and the empty list message.
